No. You either need the passcode or a restore. What would be the point of having a passcode if you could just pull data off a locked phone?
You can't do this. Depending on the device and iOS version you may be able to jailbreak and do FMI off. You likely tried an update and not a restore, hence the "iPhone Full Storage" error which is the phone's storage not having enough space. You basically bought a brick and possibly even got scammed into it.

You can sometimes remedy this without a computer if on iOS 15.2 or later by tapping on "erase iPhone" , but you will still need the Apple ID password. It will WIPE the phone, no choice!
